Juan is an economist who graduated from Deusto University in 1976. Since 1982 he has been a civil servant in the Basque government working on industrial, commercial and touristic policy making. Since 1999 he has served as Coordinator of the Basque Country Cluster Policy within the Department of Industry of the Basque government.
